UC Davis Welcomes New Veterinary Hospital Administrator

UC Davis is pleased to announce Joy Hoover has been appointed as Hospital Administrator for the William R. Pritchard Veterinary Medical Teaching Hospital (VMTH). 

In her role as Hospital Administrator, Ms. Hoover will work closely with the Chief Veterinary Medical Officer (CVMO), Clinic Directors, the Financial Officer, and the Office of the Dean to oversee the management and fiscal integrity of the VMTH. She will advise the CVMO on a wide range of operational, financial, staff personnel, programmatic, facilities, equipment, compliance, and academic support issues, and will have direct fiscal and operational management responsibility for all non-academic services, balancing business operations with providing support for clinical teaching, research, and service activities. Ms. Hoover will also serve as the VMTH’s executive liaison to the Office of the Dean and campus units.

“We are incredibly excited to have Joy join our dedicated team of clinicians, staff, and students at the VMTH,” said Dr. Jane Sykes, CVMO. “Her experience in strategic planning and building project management in the human healthcare industry will be a tremendous asset as we move toward the construction of a state-of-the-art, multi-facility veterinary medical center on the UC Davis campus.”

Ms. Hoover brings an incredible wealth of experience in strategic planning and operational management from the human healthcare arena to the VMTH and the veterinary community as a whole. She comes to UC Davis from the University of Maryland Upper Chesapeake Health, in Bel Air, Maryland, where she served as Assistant Vice President of Planning and Business Intelligence. In that role, she oversaw strategic planning, communications, and project management for a variety of projects including a replacement facility and a new cancer center. In addition, she is Green Belt trained and has widespread experience in process improvement. Prior to this, she worked for OSF Healthcare System in Peoria, Illinois in various roles, including Director of Strategic Planning and Financial Analyst. In this capacity, she planned several large building projects, including feasibility studies, and created strategic planning tools. 

She has a Master of Business Administration from Illinois State University and a Bachelor of Science from Wichita State University, and is a member of the American College of Healthcare Executives, the Healthcare Financial Management Association, and the Society for Healthcare Strategy and Market Development.

Ms. Hoover replaces former VMTH Hospital Administrator Frank LaBonte who recently retired after nearly a decade with the hospital.

For the third year in a row, UC Davis was recently named the #1 ranked veterinary school in the world by QS World University Rankings, and continues to be the #1 ranked veterinary school in the United States according to U.S. News & World Report.
